In front of an auditorium of representatives from various companies and trades that participate in the 19th edition of Quality Week, the president of the Lima 2019 Games Organizing Committee, Carlos Neuhaus Tudela, presented the “Reasons for Lima 2019’s Success,” as a management model for large projects.

In this event, organized by the National Society of Industries through the Industrial Development Center, Neuhaus presented the key factors that influenced the delivery and organization of the most important multi-sports celebration in the continent, which was considered as the best in history by international organizations.

Among the reasons for success, Neuhaus pointed out the implementation of a new procurement, innovation and transparency model, with tools like the NEC, for a new project management, which allowed delivering the Games with a lower budget than that originally planned.

Furthermore, Neuhaus emphasized the transparent hiring process for construction works, the new management model, the view of legacy, technical assistance and transfer of knowledge were all possible thanks to the Government-to-Government Agreement signed with the UK.

The president of lima 2019 stated that one of the main decisions that helped to deliver the Games was the optimization of resources, such as only building the necessary towers in the Pan American and Parapan American Village and transferring the Sports Center in San Isidro to Villa El Salvador. Thus, Lima 2019 cost less than the programmed budget, which has not been the case in other Games that went over their initial budgets.

Neuhaus highlighted the major projects carried out by his organization, such as the National Sports Village (Videna), the main competition center during the Games; the Villa El Salvador Sports Center; the Villa María del Triunfo Sports Center; the Callao Regional Sports Village; the National University of San Marcos stadium; and the High-performance Surf Center in Punta Rocas.

In this context, Neuhaus said that, thanks to Lima 2019, Peru has quality sports infrastructure that is already being used for different events, such as the National School Sports Games in Videna, the National Hockey Championship in the fields of Villa María del Triunfo and volleyball tournaments in Callao.

After his presentation, Carlos Neuhaus received a recognition from Luis Tenorio, the director of the Industrial Development Center of the National Society of Industries and was applauded by the audience.

 

The president of the Pan American and Parapan American Games Organizing Committee, Carlos Neuhaus Tudela, stated that Lima 2019 leaves a new model of procurement, innovation and transparency as legacy, with tools like the NEC, the new project management that allowed carrying out and organizing the event with a lower budget than that originally planned.

At the “Public Management and Infrastructure 2019” discussion group, which the minister of Economics, Carlos Oliva, and the UK ambassador to Peru, Kate Harrisson attended, among others, the Lima 2019 leader explained the reasons for the success of the organization and delivery of the Pan American and Parapan American Games in Peru. He gave this presentation exactly three years to the day he was appointed to lead this historical Lima 2019 project.

Among other factors that helped with the success of this multi-sports event in Peru, Neuhaus emphasized the transparent hiring process for construction works, the new management model, the perception of legacy, technical assistance and transfer of knowledge. “This was a model that incorporated private project management tools into the public sector,” said the leader of Lima 2019.

Neuhaus also spoke about the numbers that the Pan American and Parapan American Games generated, which helped activate the economy with an impact of 5.2 billion soles for the various activities. Additionally, 500 thousand direct and indirect jobs were generated and 203 MYPES benefited during the Games.

Likewise, the country’s exposure worldwide was valued at over 1 billion soles. Close to 750 thousand people attended the Games, generating an income of 16.6 million soles. A total of 11,315 volunteers participated in Lima 2019 and 1000 hours of competitions and ceremonies were broadcast.

Neuhaus also stated that 36,460 transfers of athletes and technical officials were conducted without anyone arriving late to their competition. He added that the Lima 2019 Games were the first green Games as they promoted waste collection policies to reduce the carbon footprint, which resulted in saving 1500 trees from being cut down.

During his presentation, the president of Lima 2019 also said that the support of the Government and Legislative Decrees 1248 and 1335 were key, because they made it possible to have automatic licenses for construction and sign the Government-to-Government agreement with the United Kingdom for infrastructure project management.

He also highlighted the support of the Armed Forces in leveling the land where the infrastructure was built, the execution of construction with partial approval of files, the ability to sign agreements for each project and the resource management agreements, as well as the special procedure for volunteering.

OPTIMIZING RESOURCES

Neuhaus pointed out that, in Lima 2019, resources were optimized by not building more towers in the Pan American and Parapan American Village and by not building the Sports Center in San Isidro, but in Villa El Salvador for a third of the cost. Also, construction works for taxes were executed, such as the High Performance Surfing Center in Punta Rocas.

The Lima 2019 Games president stated that the Government-to-Government agreement with the UK was based on legacy, infrastructure, PMO, procurement and operational sports management.

During his presentation, the minister of Economics emphasized the legacy Lima 2019 is leaving behind in terms of management tools for the public sector, acknowledging the PMO, which was an important part of the success of the Lima 2019 Games. This will be replicated in the main projects that the Government will implement.

He also mentioned the hiring mechanisms and the NEC. “This contract made by engineers for engineers, as proposed in the 2019 Lima Games, will be used in certain projects for which we are making some legal changes,” he asserted.

The minister said that another of Lima 2019’s legacies is the use of the BIM (Building Information Modeling) system, for the form and design of the 52 projects that the Government will implement.

LIMA, PERU (September 25, 2019) — Panam Sports, in pursuit of its commitment to the protection of the clean athletes and drug-free sports, instituted a solid Anti-Doping Program for the Lima 2019 Pan American Games, which included the collection of 1,843 urine (1348 in-competition and 495 out-of-competition) and 252 blood samples which were analyzed by the WADA-approved Montreal Laboratory. From these samples, 15 Adverse Analytical Findings (AAFs) have been reported and have been subjected to the results management processes and protocols as prescribed in the Anti-Doping Regulations of Panam Sports.

Of the 15 AAFs, we have concluded the process for seven cases, which resulted in the athletes being disqualified from the Games, they have lost their medals and their results were removed.  Hearings for five cases have been scheduled for October 3 and 4, 2019. The results of three cases are yet to be determined following analyses of B samples, as requested by the affected athletes. It should be noted that in one of the cases already concluded, the athlete has appealed his disqualification to the Court of Arbitration for Sport (CAS).

It should be highlighted that the results management process has been long, as we have ensured that the rights of the athletes are respected, especially in relation to confidentiality. The corresponding International Federations, WADA and the National Anti-Doping Organizations in the countries of the athletes involved have been notified.

Panam Sports will continue to promote drug-free sports through its 41 member NOCs and assist in strengthening the educational programs for athletes, coaches and other officials to ensure that clean athletes and clean performances are fully protected.

She had just brought joy to all Peruvians after winning one of the 39 medals at the Pan American Games and today, María Belén Bazo, managed to perform a new feat, becoming one of the Peruvian athletes that will participate in the Tokyo 2020 Olympic Games.

The Lima 2019 bronze medalist in the RS:X Windsurf event, a sailing competition successfully held in Paracas, obtained a quota for the maximum Olympic competition in Lago di Garda in Torbole, Italy, during the World Sailing Championship 2019.

María Belén Bazo joined the gold fleet, placing third in the first regattas, among the 28 countries competing for the Olympic quota place, in addition to the 11 countries that had previously qualified. The World Cup competitions continue, but Peru has already qualified to Tokyo 2020.

The countries already qualified to Tokyo 2020 are: Denmark, Estonia, France, England, Israel, Italy, Netherlands, Poland, Russia, Spain and China. Additionally, the other nine countries and their representatives competing for a quota to the Olympic Games are: Hong Kong, Brazil, Peru, Finland, Mexico, Japan, Turkey, Hungary and Thailand to be defined at the end of the tournament.

The Peruvian medalist finished 18th out of 107 competitors in the qualifying series and secured a quota place in the Olympic Games. Starting tomorrow, she will compete in the gold fleet against the best windsurfers in the world, with the aim of climbing positions.

A total of 244 athletes from 49 countries are participating in the World Cup. This championship granted nine Olympic quota places for women and eight, for men.

The momentum gained after the celebration of the Lima 2019 Games is creating great interest in the most important world organizations to choose our capital city to host sport events. That is why, in the following months, there will be three international events involving triathlon, weightlifting and table tennis.

The Pan American and Parapan American Games put the Peruvian capital on display and the world class infrastructure has allowed them to take a look at Peru.

TABLE TENNIS ON THE ROAD TO TOKYO

After a brilliant show put on by the best table tennis players of the Americas at Lima 2019, the Sports Center 3 in VIDENA will reopen to welcome the Latin America Team Qualification. This event will qualify the best two teams, in men’s and women’s, to make up the best 16 countries in the world to be part of Tokyo 2020.

Brazil, Argentina, Cuba, Puerto Rico, Dominican Republic and other highly ranked countries in Latin America will bring their best athletes to compete in intense matches from October 25 to 27. It is very likely that the great finals that took place in the Pan American Games will be relived, with crowded grandstands.

Lima 2019 gave two quota places for the next year’s Olympic Games, but only in singles events. Brazilian Hugo Calderano, the best Latin American player in history, and Puerto Rican Adriana Díaz took the honors.

TRIATHLON WORLD CIRCUIT

Lima will be the host of the Triathlon World Cup, organized every year by the International Triathlon Union (ITU). The event will take place from November 2 to 3 at the Agua Dulce Beach circuit in Chorrillos, where the Lima 2019 competition was developed.

On Saturday November 2, all amateur athletes will compete in categories from age 8 to age 60+. And on Sunday November 3, the elite event will take place with the best ranked in the world series, where six Peruvians will compete. The sprint distance competition (750 m swimming, 20 km cycling and 5 km race) will be on that day.

This competition will also add very valuable points to the world ranking since it is one of the last ones of the Olympic circuit, which defines the qualification to the Tokyo 2020 Olympic Games.

“In order to host this event, we had to show the ITU the circuit we have at Agua Dulce Beach and prove that we have accountability and solvency as a federation. Something we were able to build after our last management and the federated teams,” said Rodrigo León Prado, president of the Peruvian Triathlon Federation.

WEIGHTLIFTING GRAND PRIX

Likewise, the weightlifting Grand Prix will be held on our capital city on November. This competition provides qualifying points for the Tokyo 2020 Olympic Games; thus, it will bring the world’s best weightlifters to Peru.

There will be almost 200 athletes for both men’s and women’s participating in this world class event, which will be held from November 6 to 11 at the Sports Center 3 in Videna, and the entrance will free of charge for the public.

The important points for Tokyo 2020 and the cash prizes are the main motivation for the 10 best in the world, among them the Spanish Lidia Valentin and the Armenian Lasha Talajadze, to come to Peru.

Our country will have 12 representatives at the Grand Prix, among them the bronze medalist in the Pan American Games, David Bardalez, and our female representative Shoely Mego stand out. It will be a great opportunity to keep adding points on their road to the Olympic Games.

EXPECTATIONS FOR 2020

Other sports have also announced additional competitions. The Peruvian Weightlifting Federation aims for the growth and spread of the sport. During 2020, our country will host the U-17 World Cup, and for 2021 they expect to organize the Senior World Cup.

The Hockey Federation announced that during 2020 they will host the Pan American Challenger and the South American Championship at Villa Maria del Triunfo. As for the Bowling Federation, they announced on social media that there will be an Ibero-American Championship next year.

Athletics has already applied to host the World Youth Championship on 2021. Without a doubt, Lima will continue to be the center of international sports.

Over 2300 doping controls and 3000 analyses were carried out on athletes and Para athletes who participated in the Lima 2019 Pan American Games and Parapan American Games. These figures are higher than the ones recorded in previous editions of the Games.

All samples were sent via Fedex to Montreal, Canada—where the laboratory accredited by the World Anti-Doping Agency (WADA) is located—and arrived at their destination in less than 72 hours, from the time of collection, maintaining the cold chain to preserve the samples in perfect condition.

According to the Lima 2019 Medical Services department, an integral system of assistance services was implemented including: medical teams in training and competition fields, first-aid stations, advanced medical posts and polyclinics, which allowed the provision of more than 6000 medical services.

During the Pan American Games, close to 4500 medical services were provided and during the Parapan American Games, over 1500 services were provided to athletes, delegation officials, Games Family, spectators, volunteers and workers.

In each Village, such as the Pan American and Parapan American Village, Naval Academy, Paracas, Lunahuaná, Huacho and Bujama, there was a polyclinic to provide medical care. Emergency services were available 24 hours a day, and external consultation, rehabilitation, imaging and laboratory, dentistry and pharmacy services were offered.

In addition, during the Pan American Games, there were 23 public sector ambulances and 62 private sector ambulances for referrals and emergency assisted transportation. On the day of greatest demand, 62 of these were deployed within the competition and non-competition venues, especially for the transfer of patients with problems arising from injuries and illnesses, whether athletes, spectators, volunteers, etc.

AEROMEDICAL EVACUATION SYSTEM

Likewise, the Aeromedical Evacuation System was implemented with the participation of the Armed Forces and the Peruvian National Police. Aircrafts, helicopters and airplanes, considered for air ambulances services, were available in the event of any emergency.

If a situation warranted the referral of patients for a better resolution, there was also a network of public and private health facilities available for them. This way, in both events, 240 medical referrals were made to clinics with better problem resolution capabilities, 79 MRIs, 12 CT scans, 22 hospitalizations and 10 surgical procedures.

An important number of professionals and technicians provided the corresponding support to these great events. There were approximately 1200 people from the private sector accredited to provide medical services in the competition and training venues during the Pan American Games and Parapan American Games. As from the public sector, more than 1300 people were accredited to provide medical services to spectators and workers in competition venues.

This operation was successfully provided thanks to the inter-institutional coordination that allowed the joint work between the public and private entities, among them are: IBT Health; Alerta Médica; Rímac Seguros; the clinic network; the Ministry of Health with its General Directorates and Institute; the Directorates of the Integrated Health Networks of Lima; the Regional Governments of Lima, Callao and Ica and their Health Directorates; the Ministry of the Internal Affairs with the Police Health and the Directorate of Police Aviation; the Fire Department of Peru; the Municipality of Lima with SISOL; the Ministry of Defense; ESSALUD; and the volunteers.

The Lima 2019 legacy is present. A total of 192 students began their participation in the athletics events of the Peruvian School Sports Games at the Athletics Stadium in VIDENA.

The opening day, last Monday morning, included different sports events like pole vault, long jump, shot put, hammer throw, besides the competitions of speed of 110 m hurdles, 400 meters and the 1500 and 3000 m women’s and men’s long distance events.

Andy Martinez, Lima 2019 Ambassador, attended this first day and praised the fact that the infrastructure is used for a school event. “It’s the best because children are very motivated to use a world-class track. This is what we were looking for, that the sport can be popularized thanks to Lima 2019,” said the outstanding athlete.

The VIDENA stage will not only be used for athletics events. On Thursday 26, there will be Para athletics competitions for women and men such as 80 meters and long jump events in T20 (intellectual) and T11, 12 and 13 (visual), as well as shot put and 5x80m relay event, both in T20 (intellectual).

“I think it’s spectacular to include Para sports; all of them are important. Just the fact that they can come to see the competitions will encourage many people to practice sports, and the support is the most important thing,” stressed Martínez.

Gold medal

Gian Pierre Cárdenas, representative of the Alfred Binet School in Arequipa, was one of the first athletes to claim the gold medal after placing first in 1500 meters. “I feel very excited and happy after winning, when I passed the finish line I couldn’t believe it, I thought it was a dream,” he said.

The young athlete confessed that in a stage like VIDENA “I can fly, I feel that I can keep running.” In addition, he left a message to the younger athletes: “That they always train, because every effort is rewarded and I want to reach the World Youth Championship next year, that’s my goal, I want to compete in the 2000m obstacles,” said Cárdenas.

Admission is completely free and competitions begin at 8:30. There will be interesting competitions and the Lima 2019 legacy will be enjoyed until Friday, September 27.

Villa María del Triunfo spectators were excited by the goals scored, the colorful uniforms and the 150 athletes in action, who relived the Lima 2019 Pan American and Parapan American Games held between late July and early September. The National Field Hockey Senior Championship was held last weekend.

Dozens of fans attended to witness the competition organized by the Peruvian Hockey Federation, which allowed nine teams to compete at the facilities built for Lima 2019.

A total of eleven goals were scored during the four matches played. In the women’s tournament, the 2018 champion San Silvestre Sport defeated 2-0 Mater Admirábilis, while OMA defeated 2-1 Lima Cricket. Gretell Mejía (San Silvestre), member of the national team, participated at the Pan American Games and was the first hockey player to score an official goal in this pitch.

 

In the men’s tournament, Santa María Sport beat 3-0 Lions, while OMA defeated 2-1 Lima Cricket. Libardoni stayed on the bench.

“We’re proud to be back at this venue and start this National Championship. This is something we’ve dreamed of for many years since 2006, when we won a medal at the South American Games. We now have these pitches thanks to Lima 2019. Next year we’ll have the Panam Challenge and the South American Championship between June and July,” said the President of the Federation Gianni Delucchi.

This hockey tournament will take place every Sunday until December 1, when the men’s final will be played.

The Villa María del Triunfo Sports Center hosted seven sports during the Pan American Games: hockey, rugby, water polo, softball, baseball, Basque pelota and Peruvian frontón, as well as archery. Football 5-a-side and football 7-a-side also took place at this venue during the Parapan American Games.

The Lima 2019 Games were held between July 26 with the Pan American Games Opening Ceremony and September 1 with the Parapan American Games Closing Ceremony.

The Peruvian Para athletes lived a unique experience that afternoon. They were recognized last Sunday by the Alianza Lima Club after their excellent performance at the Lima 2019 Parapan American Games, where they won 15 historic medals. It was their best participation in the largest multi-sports event in the continent.

The Lima 2019 gold medalists,Pedro Pablo De Vinatea (Para badminton) and Angélica Espinoza (Para taekwondo), as well as the bronze medalists Rodrigo Santillán (Para swimming) and Jesús Salvá (Para badminton), were recognized during the match between Alianza Lima and Real Garcilaso from Cusco,

Members of the Para badminton, football 5-a-side, sitting volleyball, Para swimming, football 7-a-side and Para taekwondo delegations also participated in this ceremony and enjoyed the football match of Alianza Lima. The crowd at the stadium praised the efforts of the Para athletes who brought joy to the country.

Fifteen children eagerly awaited Lima 2019 Ambassador, Dunia Felices.  The young students at Centro Educativo Especializado Kullay school, dressed in the Peruvian flag colors, prepared a special medal for her and drawings of her, which decorated the classroom.

When she entered, the children shouted her name in unison and applauded her. “It's been very motivating for me to receive this recognition from Kullay’s schoolchildren. Here they work with children diagnosed with different conditions, but what I'll take with me today is the love and desire they put into life,” Dunia said.

“They have made me a medal with a K for Kullay, which means love, and I see myself sitting without any restrictions, with my stumps, next to the swimming pool. I never imagined I'd be welcomed like this; they used art, painting and I'm so touched by this,” she said.

One of the most significant moments was when Dunia introduced Milco, Lima 2019 official mascot. “They knew who Milco was, who Dunia was, and I feel very proud of it, because as an Ambassador it was my duty to carry the spirit of the Games. That is the great legacy that Lima 2019 leaves in the hearts of all Peruvians,” she stressed.   

School Principal Viviana Salvador could not conceal her joy at having Dunia and Milco, who spread joy among the children who, in turn, learned a lot about the Pan American and Parapan American Games. “They love Milco; he's a character that has earned a place in the heart of all Peruvians. Our kids have difficulties, so Dunia's presence is a motivation for them to work hard, push forward and keep going. They leave us with a great lesson about life, courage and never giving up,” she said.

Dunia recently participated in the World Swimming Championship in London. “It's a difficult and long path, but Lima 2019 has been my biggest motivation to aim for the Paralympic Games and I will work toward that goal,” concluded the Lima 2019 Ambassador.
